The New Regime

The Special Economic Zones Act (SEZ) Act No. 1 of 2022 (“SEZ Act”) was enacted on January 31st, 2022, and is awaiting full proclamation by the Government of the Republic of Trinidad and Tobago. Upon its proclamation, the Act will have an immediate effect for the investment outlook, internationally and domestically, for the country. The Free Zone Act Chap. 81:07 will be repealed and the new regime, with a host of benefits and incentives, will be introduced. The SEZ Act is of paramount importance to the future of investment in the country.

The SEZ Act, by its legislative framework, will introduce a Licensing Regime for Operators, SEZ Enterprises and Single Zone Enterprises. Furthermore, there will be specially designated zones for traditional and new sectors, namely:

  • Manufacturing;
  • Logistics and distribution;
  • Maritime services;
  • Aviation services;
  • Fishing and fish processing;
  • Agriculture and agro processing;
  • Information and communications technology;
  • Creative industries;
  • Financial services;
  • Medical tourism services;
  • Renewable energy;
  • Logistics and distribution; and
  • Business process outsourcing.

Furthermore, the new SEZ Regime will improve the business and investment landscape of the country as some of its benefits include:

  • Regulated framework for investment by international and domestic companies;
  • Creation of new jobs and sectors due to its wide-ranging incentives;
  • Compliance with global tax standards;
  • Advance economic diversification through quality investments in different sectors.

Businesses that apply for and are successful in attaining an Operator, Single Zone or SEZ Enterprise Licence will receive numerous benefits. Some of these incentives are:

Kerry mohammed FCCA CA

Mr. Kerry Mohammed is a distinguished and experienced Chartered Accountant and businessman in Trinidad & Tobago. Kerry has over 18 years’ experience in Financial advisory, Audit & Management Consulting. As a go-to professional for many of the country’s prominent organizations, Mr. Mohammed has built a reputation as an ‘all round’ business consultant.

Mr. Mohammed is a graduate of the London College of Accountancy (L.C.A) and FTC Kaplan London, United Kingdom. He was one of the youngest chartered accountants to graduate with both a BSc. from Oxford Brookes University, Oxford, and ACCA (Association of Certified Chartered Accountants). He has served as a Council member for the Institute of Chartered Accountants as well as Chairman of the SME committee, member of the audit & accounting standards committee and the Institute of Chartered Accountants of the Caribbean’s regional practice monitoring committee.

Kerry is currently the Chief Executive Officer of KKRM LTD, A registered audit practice located in Trinidad with a portfolio of small & medium organizations and an Executive Director of Atlantic Trading Company Ltd, a distribution company for Major U.S value brands with thousands of customers throughout the region. He is also the founder of KH Inc Seychelles, a financial consultancy company and sits on the board for several entities.

Mr. Mohammed’s greatest joy is his family, and he spends most of his free time with his Maltipoo puppy Valentino and son Kai.

Ms. Corene Procope MBA, FCCA, CA, LLB, (Hons), LEC

An Attorney-at-Law and a Chartered Accountant as a Fellow of the Association of Chartered Certified Accountants and Member of the Institute of Chartered Accountants of Trinidad and Tobago (ICATT).
Ms. Procope has over 15 years’ experience as a finance professional with regional and multinational organizations across the Energy, Financial Services and Telecommunications industry. She lectures courses in Finance and Accounting at UWI School of Business and Applied Sciences (Roytec) and practices privately as an Attorney at Law. Ms Procope is also the Secretary of the ACCA Caribbean T&T Local Chapter, President of the Trinidad & Tobago Group of Professional and hold directorial positions with other non-profit and profit organizations.
Her pastimes are reading, running, socializing, travelling and volunteering. In her spare time, she mentors young people and provide strategic advice to small business owners.

Mariano Brown

Mr. Browne is currently the Managing Partner of Browne and Company which provides financial and management advisory services and Executive Chairman of Elida Management Services Ltd. He is a former Member of the Cabinet of Trinidad and Tobago in which he held two portfolios simultaneously, the Minister of Trade and Industry and Minister in the Ministry of Finance. As Minister, he was Chairman of the Organising Committee for the Fifth Summit of the Americas and the Commonwealth Heads Government conferences held in 2009.
Prior to his appointment as a Minister, he spent most of his time in Financial Services sector in the region. Immediately before assuming office he was Managing Director of Butterfield Bank for four years and CEO of Caribbean Commercial Bank Ltd. for eleven years, both in Barbados. He has also held senior management positions in Republic Bank and was a founding principal of an investment bank in Trinidad and Tobago. Mr. Browne writes regularly on matters of banking and finance matters in the region and has presented several papers at international conferences. He also hosts a Radio programme, the I95 Mandate which deals with issues of development. He read for an undergraduate degree in economics from UWI (St. Augustine Campus) and an MBA at Manchester Business School. Mr. Browne is a chartered accountant by profession and is a former Vice President of the Institute of Chartered Accountants of Trinidad and Tobago and Treasurer of the Institute of Chartered accountants of the Caribbean.

Dr. Joseph Khan

Dr. Khan holds a Doctoral Degree (DBA) in Management with the Australian School of Business, Adelaide, South Australia; a Master of Business Management degree and Post Graduate Diploma from the Henley Management College/University of Reading, UK; Certified Associate Welding Inspector (CAWI) with the American Welding Society; and the Mechanical Engineering Technician’s Diploma from the San Fernando Technical Institute. Dr. Khan is also a Project Management Professional® (PMP®), Certified Project Consultant, Certified PROSCI Change Management Practitioner, and an active Certified Agile Scrum Master.
